I have two consoles (one old and one pro) and know I can play GTA Online fine on both consoles. I also have RDR2 installed on both. 

When I tried to load up RDR2 (story obviously) on the old one it did not load my progress (from playing on the pro).

Are the save files stored local on the ps4? Any way to load a saved game on another console? PSN id is the same.

Save data is locally stored unless auto-upload to PS+ cloud is enabled for that game.

Best to upload to the PS+ cloud by pressing options on the game title and selecting upload. Then download on your second PS4.

Either that or use a memory stick, but the cloud is easier IMO
