One thing i dont know is if “enemies” are both npc’s and other players?  I assume “players” are other players. Does anyone know?

Enemies should be anything that becomes a red dot on the mini map. Including other players.

Yeah, think lawmen are included as well.

Many of the awards can be reset after completion, you get 0.2 gold and the opportunity to complete the award again.
