Labarortory - Lightning Tower?

I've finally finished story mode, not everything (~84% total completion) but I think I've done most of the optional side missions.

Early on when exploring I found what seems to be some kind of lab with a tower outside the back that looks like it is set up to catch lightning. It's in the far north east, as far north as you can go but a little to the West of the Kamassa river. 

I didn't do any missions that took me here, and I made a point of going up that area, around Annesburg, O' Creagh's run etc. to trigger any side missions that would take me there.

So have I missed something? Is there a side mission using this place that maybe starts somewhere a long way from it or that only appears at a very specific point in the game?

You've to trigger a mission at the lake in St. Denis first. Then the next mission should be at the lab I believe. But not sure if the mission is locked to any chapter.

I remember doing this, I don't remember the details but I do know once you do the St. Denis mission the mission at the lab only appear at night time and they are pretty fun
