Problem is I literally cannot find Madam Nazar Anywhere. I thought it might be the first encounter but there's no yellow x showing me where to meet her. I know about all the maps and locations. I checked. She supposed to be near braithwaite today and she's not there. So I went to where u normally find her for ur first encounter west of armadillo. Nope. Perhaps her first-contact location has changed too.
