Not sure, they have the same weight listed on the Southernsanandreassuperautos.com website. I'm guessing the armored would be useful for free-roam. I'm not spending that extra money, civilian looks much better anyway. TO me it drives much like a Sultan. I don't think it'll nearly keep pace with the current top sports cars. Only good enough for randoms then. I'll do some tests tomorrow on couple of my tracks. In no way should a Lancer EVO compete for that slot lol. It's also limited to 155 MPH, so that Lambo would tear it apart on a longer track such as Silverstone. It would also fall apart and get demolished on longer straights by something like a Murcielago. It's still impressive through the corners though, and for 2 liters no less. Part 2 is an interesting "test" but mostly pointless. No ABS, ASM, TCS, ASR, ESP, ... and all those fancy electronic aids. It's a bit of a workout driving it fast around the track, but it's so much fun.
