For strength do a Gerald mission. Then go around a beat people up. You can do it as long as you like without the cops interfering. 

 

"Peir Pressure" is a good one. Go down to the beach and bash in a few heads. You'll also pick up some cash along the way.

I maxed out my stealth on day 1 by tying my joystick so I walked in circles while in stealth and near NPCs but not in their sight. Just left it over-night and it was maxed by morning.

Strength, I go on melee killing sprees and use alleys to avoid police. Have managed a 4 star wanted level off pedestrians and evaded on foot. Adds some fun to what is otherwise boring and slow. I also read (havent tried) that if you punch a car with another player in it, it adds to your strength and nobody takes damage.

Playing golf (and I think tennis too) will increase your strength also.

 

For stealth, I used the Gerald missions as well, but I went in crouch mode and used a silenced AP Pistol to kill NPCs.  

Pretty sure you can use any weapon, but it must be silenced.

 

From memory, I think it took about 30-40 minutes to increase your stealth level by a full bar.

When you get bored of doing it, just finish the mission and you'll collect extra $$$ for taking so long.  :D

I just went to the beach and beat the shit out of everyone. Go for the muscle bound guys at the work out stations. You level up faster on them.

Go to garage and crouch down. Put a rubber band on L3 and R3 so they stay pointed at each other. Let character walk around. By the time I finished showering mine was at max.

The 2 in question are listed below and say what they do.

Strength:

Increasing this stat will let your character throw further and do more melee damage. Leveling this is something that can take forever if you don't know what you're doing. You may have heard that kicking a car with someone inside is the fastest way to get your strength up. Although this used to be true, it no longer works. Tennis, golf, and arm wrestling do increase your strength but they are very slow. By far the easiest and fastest way to maximize your strength stat is to open a mission from Gerald and then promptly ignore him and head down to Vespucci beach. When you're in a Gerald mission you can't get cops, so what you want to do is just run up and down the boardwalk and punch every pedestrian until they die. Women take one hit, men take two, and strongmen (the really diesel guys who are working out on the beach) take three to five hits to go down. Prioritize the tougher targets to level up even faster.

Stealth:

Arguably the most useless statistic, stealth will make it easier to kill people without alerting enemies or the police. This all sounds nice but you will only get these benefits while using stealth mode, which is really not practical in most situations. One situation in which stealth is actually good to have is in deathmatches, where sneaking will reduce your sound sphere by a noticeable margin. To level up your stealth, all you have to do is use stealth mode. You get a bonus stealth increase if you kill someone while using stealth mode. This takes quite a while, however, and it's much easier to tie a rubber band around your joysticks and walk around in the desert in stealth mode while afk. Note that just standing won't increase your stat and you will have to press a button on your controller evey once in a while otherwise it will turn off.

I have a level 540 character, and the last bar of strength is only ever half full for some reason. I didn't go out of my way to increase any of those stats though, but it takes forever to increase the strength one, regardless of which way you go. As you can see though, it only really affects the throwing and melee attacks, which isn't that crucial IMO.

My second character only has 2-3 bars of the strength filled up and I have no issue throwing grenades to where I want them during DMs. As for melee kills and fighting, I'm sure it will help punch a little harder, but melee DMs are terrible and it always seems to be far more luck in killing people during them. I perform the same regardless of which character I am using.

What does make a big difference with all of this is the health. That only goes up with level up until you're level 100, and that does make a noticeable difference about how easily you are killed.
